ACSAC is one of the oldest and most influential conference in computer security. It should be ranked back to A level. It is made of an international community (PC and PC chairs), with people submitting there from anywhere in the world. It is attended by international researchers. While it is unfortunately too often in USA, or the same could be said for NDSS, S&P and Usenix Security (which would be an error), i.e. 3 out of 4 of the A* conferences in computer security, with only ACM CCS going to Europe and Asia from time to time.

It is very strange to see the CORE security committee remove ACSAC. People in the generally security community would agree that this is at the same level as NDSS (ranked A*) and above CHES (ranked A). You only need to check stats from other researchers or even the ranking system in China to understand that a mistake was made. The ranking system risks becoming irrelevant if it cannot reflect reality. As noted above, may other top conference are held in the same region.

There is a *huge* problem here. As pointed out by prior comments, the conference is far too often in the US, but the PC and the attendance is international, and in Security the best conferences are almost always in the US. Nobody would even think of ranking S&P or NDSS as "national", while they are always in the very same area. So you simply cannot use that argument for ACSAC.
