There is no rational criterion to rank this conference as C. If you look at the number of submissions, attendees, acceptance rate, and the people who publish there, this conference has nothing to envy to A conferences such as ISSRE or ISSTA.

Regarding the reviewing process, acceptance rate, the quality of the submissions as well as the accepted papers I do not see any difference to top conferences in the same area. The current rating does not reflect the quality of this conference!

This conference satisfies all the characteristics of an A conference as defined by CORE. It makes no sense to classify it as a C conference.
