This should not be regarded as an A conference. Papers are generally not of A quality. It covers a broad range of topics and recent acceptance rate for HICSS-52, according to WikiCFP was 48%.

HICSS is a very broad conference with something approaching 15 tracks, each with several to more than a dozen minitracks. -- The breadth of this conference provides great opportunity to investigate research areas of interest but outside your primary concern. -- HICSS attendees are frequently very social and interested in engaging about their research. -- The quality of the work at HICSS varies from track to track. In certain areas, HICSS is a premier conference. In others, as noted by other reviewers, the work is of lower quality and the acceptance rates are typically higher. Of the 4 different conferences at which I've recently presented work, I'd say that HICSS provided the best presentation and research feedback as well as paper reviews. The networking and welcoming environment make this a very good conference overall.
